The game is actually easily beatable without grinding, despite the fact that you end up being 10 levels weaker than the Elite 4 and 30 levels weaker than Red.

It's not necessarily about being underleveled for trainers (which is a good thing). The problem is there's really no reason to level up wild mons after a certain point because they're so underleveled compared to both you and the trainers. There's kind of a reason why most people playing these games had teams you could pretty much put together entirely before Whitney.

And the whole level discrepancy between trainers and important battles.
