It kinda makes sense for mons that you've already seen in the story, though. The box legendary can't be shiny in gen VII because you've already seen the Cosmog, and you've seen that it isn't shiny.

The gen 5 legendaries were unshinylocked in ORAS, so it makes sense that gen 6 legendaries will be unshinylocked in USM, and the gen 7 legendaries/UBs will be unshinylocked in gen 8's second pair of games.

The gen V legendaries can be shiny in ORAS and gen VIII won't have the UBs as plot-related stuff again. If they are put into the third game or an equivalent of it, I'd say you can get them shiny in those games.
