Has anyone come to a logical conclusion as to why pretty much every Pokemon can learn Toxic? Like, does every Pokemon just carry around a vial of deadly poison and just toss is at their enemy or something?
Things like Wurmple, Gligar and Sandshrew can use Poison Sting without being Poison type.

I think I read somewhere Toxic in the Japanese versions has the name of some old ninja technique, or something. Koga and Janine are the only NPCs to give you the TM, too.
