To me, Gen IV fits the best behind Gen I. When I think of Gen IV, I think of the crossgen evos, many of whom are quite rounded. Color-wise, it hits right on the money as well; if you look at a Sprite sheet of Pokemon, you can identify Gen IV almost immediately by its use of darker blues and purples -- think Mismagius, Honchkrow, and the Drifblim, Garchomp, Toxicroak, Skuntank, Lucario lines. It's also one of the gens where quite a few Pokemon had colored sclera, and though not quite as guilty of it as most people think, there were SOME Pokemon with unnecessary spikes (think Garchomp, Lucario).

People who unironically fall for the muh overdesigned meme are absolute retards. Gen 1 had simple concepts with complex figures and shapes. Later gens (specially gens 4 and 5) created pokemon with simpler figures but with a more complex concept which compensated the lack of a detailed shape by adding stripes and spikes related to the concept of the pokemon. This is what lead to the retarded overdesigned meme being spread by normies. Gen 6 and 7 started fucking all that by listening to fans complaints and went back to using simple concepts while also keeping the simple shape designs. This is why the last two gens have been a complete clusterfuck design wise.
