With full investment it's roughly equivalent to base 239. With no investment it's still on par with uninvested base 208.
Remember, doubling the actual stat also doubles EVs, IVs, and the flat 5 point floor that everything gets.

Light Ball Alola Raichu in Electric Terrain would be amazing. After the item bonus, Terrain boost, and STAB, its Electric attacks would be hitting 4.5x harder than normal while also getting the Surge Surfer speed boost.

I've always wanted the light ball to work on the pika clones. Having them be more viable would be nice

It would have a completely different role than A-Marowak. Marowak's strength comes from being able to switch into a lot of things and hit hard. Raichu doesn't have that luxury, but would without a doubt be the best glass cannon in the game.
