No, even though I have a hacked 3DS I could use for that purpose. I do use the PokeBank clone though since I refuse to pay jewbucks for a few hundred KB worth of cloud data.

Pokemon doesn't use NNID. Pokebank does but I don't think they ban you from there since if they can detect anything the checks will block your Pokemon anyway.
