Why was Kyogre so cucked past gen?

>Primordial Sea prevents Fire moves from being used, a type of move that Groudon has no reason to use on Kyogre in the first place if it has literally any other move that's normally effective on it

It makes sense, but it does demonstrate why Primal Groudon is just so much better.
