Alolan vulpix has been cuteified (bigger head, eyes, softer cuter features) and heavily shilled. Just take a look at the official art comparisons and you can see why it's more widely marketable.
They wanted a cute fox for gen 7 to shill to girls, so this is what they manufactured. They were very successful.
