It's a tradeoff for power. HP caps at 60, 90 with the occasional Technician mon, while Natural Gift can hit 100. Natural Gift has SD's wide distribution bolstering it while Hidden Power has just CM and the rare NP.

Hidden power should run off of the user's highest offensive stat but always calc off of the target's special defense so that it doesn't become excessively good. Chansey and other less-cancerous special walls can still somehow tank HP regardless of it coming from a higher Atk or SpA.
Moves like Jugdment and Natural Gift should also work like this in my opinion. Nature power should call a physical or special move of a type depending on the user's highest offensive stat (for example, using it under misty terrain will become moonblast with SpA>Atk or play rough with Atk>SpA).
