Apparently level 9 Riolus have Counter.

Any Fighting type in Kalos is deadly. It starts with Counter Riolu, then goes up to Brick Break Scraggy in a double battle in Glittering Cave, and then Reflection Cave onwards is just coverage hell. The Battle Belts are more dangerous than the Veterans in this game.

I completely believe it. Sturdy Sawk with Poison Jab and Payback in Frost Cavern, for example, is really hard to deal with. I found myself relying on things like Hippowdon for Fighting types half the time because I couldn't risk switching Staraptor in on a predicted Rock move or something, whereas the hippo isn't weak to most of the coverage.
