That is debatable. I think they are too different to be comparable and aim at different target audiences. Pokemon aims for everyone at once which makes the games feels a bit lacking for most people cause kids and parents have different priorities...

Digimon actually created games for different target audiences. Have you ever heard of a game called Digimon story cyber sleuth? Its created for older fans and not suitable for children at all. It has a lot of elements from person 4 and can imo compare with even the best pokemon games. It even has its own competitive scene. And the story is very long and includes dark and serious themes like mind control, hacking, dark rituals and even organ selling... And it has hard mode unlocked from start and has a new game plus. Highly recommended.

The only time Pokemon beats Digimon is in the card game(s). Even though PTCG wouldn't know balance if it bit it in the arse, Digimon's multiple attempts have all stalled and failed.

For the show there is no contest, in Digimon characters have development, while in Pokémon the closest thing to character development is that later episodes have Ash pulling fewer boneheaded mistakes
Plus they don't just rehash the exact same story each season.
AND Digimon tends to have a more ensemble cast, in Pokémon the only character that matters is Ash, the fact that they get replaced so often with characters that fill the exact same roles kinda shows that; while when it comes to Digimon everyone is important, even if the goggle-head (an rival) are slightly more important the others get a greater number of focus episodes. Compare and contrast "Ash and friends" with "Digidestined"

Games are more of a grab bag, Digimon tries experimenting while Pokemon stagnates. If we include the spin-offs then we get a bigger array but when comparing like to like Digimon tends to come out on top, and often did what Pokémon had done way before them (Mystery Dungeon Style Rougelike, check; Fighting game, check; 3D monster raising game, check).
I will concede that some of the Pokémon spin-offs are better than some of the Digimon games, but when you try so many different games you're bound to have the occasional flop.
