Frillish and Jellicent weren't intended to be Ghost types in the first place. They added it after the fact to balance out the type distribution.

Even though Water is my favorite type, I have to agree. They're not exactly lacking representation. Not to mention that not making every Pokémon based on an aquatic creature a Water type adds variety and nuance to the designs.
