long story short in R/S and FR/LG roamers have a bug that only allowed their HP to have 31 IVs attack maxed out at 7 and the rest were all zeros

Between the IV bug and the roar glitch, I'd say go for M2 but try to catch M2 without the master ball. Save Suicune until as the last pokemon you have to catch. If you still have your master ball, use it. If you randomly find it by accident....good luck. You make the choice.
