This explanation of Double Kick in the anime:

Bulbapedia based Ash's Bayleef's Gender solely on a Nurse Joy referring to it as "she" in the dub instead of confirming it through a Pokemon with a confirmed gender using Attract on it like every other Pokemon, but Ash's Pikachu remained as "Unknown Gender" until Snivy used Attract on it during Unova, even though its tail never changed to reflect the Gender Differences that the species acquired in Generation 4 and has been often referred to as "he" since Kanto, even in the original script.
