Just Add Water was the best underwater episode because they battled in an anime-only Gym the Coastline Gym, and Misty battled the Gym leader.

It's the last Misty centered episode of the OS before her departure too.

Some Johto episodes were very good or funny, the problem is there's just too many bland or generic COTD episodes all around them. The poor handling of Ash's Johto pokemon and Misty's character losing most of her personality and becoming dull didn't help.

I think Johto's main problem is after Shudo gave up on the series the rest of the writers just weren't sure how to continue the anime yet.

Misty didn't go through any development in the Whirl Cup. The only reason we liked it is because Misty was actually doing something for once rather than standing in the background with Togepi. But her character herself didn't go through any development.

Yes, but I'm talking about from the first Johto ep. Misty's development largely ended with Orange Islands. In Johto she doesn't change character wise at all and she only captures 1 new pokemon.

In fact the writers probably would have replaced Misty with a new female lead at the beginning of Johto if they knew what they did now. Its pretty obvious the only reason Misty was in Johto was because they had no girls from the games to replace her with yet, she was just used as a placeholder.
