I find it strange that people use her personality/insanity as a detractor when pretty much every Pokemon character is also flat and boring, and are good for their design alone. Hell, the protagonists, which are some of the most popular characters, have absolutely zero dialogue and personality at all.

A character having no personality is a bonus for games because you can transpose any characteristic you want into them.

The problem with characters like N, Zinnia and Lillie is that the writing in Pokemon is subpar that when you try and give characters more dimension, its usually feels forced and ill-conceived. Zinnia in particular is not punished for her actions and we are suppose to feel for her tripe. She's forced on to you and its quite infuriating.
