Actually you just reminded me, I wanted to discuss this shit too.

I think Pokemon desperately NEEDS a way to viably use non fully evolved Pokemon.
I don't think your item solution works though, because you're gimping yourself way too much for nothing more than a visual change.

I have no solid solution to the fix either though, mind you, maybe make it a toggle / a post game NPC that does some shit so that the pokemon in question will not evolve, but be treated as if it did evolve (aka gaining the same stat boosts as its evo form).

I don't even know why I'm entertaining this idea though, it's never going to happen but it's something I've always wanted.
