Genesect and Terrakion have plushies at the Pokémon Center. Volcanion has a plush. No reason for UBs to not have plushies made of them.

UBs could have movies about them.
They could become part of a character's team and\or involved with the generation's plot, thus getting a plushie because of that.
One of the Ultra Beasts could become considered to be a symbol of some celebrity who is REALLY INTO Pokémon.

Because they're coming later in the year, along with merch for Silvally. According to PokéShopper, the first piece of UB merch is going to be a Nihilego Kids figure in November, in a set that also features Silvally. (Basically, it's going to be chibi-style.)

During the earliest part of a generation, they ALWAYS merch starters, the designated "this is your new favourite!" mons, box legendaries and the ones that had immediate popularity. That's why we haven't had anything yet. I'm sure after the first lot is released, the floodgates will open and we'll have loads.
