Not quite, in the recent batch of interview Game Freak stated tthat Gen 1 pokemon didn't have much of a concept phase and were put straight into the game explaining why those sprites look wonky. These are reference sheets for animators so they can keep the designs consistent.

In all honesty, I don't feel like Gen 1 Pokémon had half as much dedication and quality control put into their designs as people think
I'm not knocking the designs there, I more mean that at the time, they were just 151 "enemies" in a video game. In any other game, they would be forgotten just a few minutes after you get them, like in any other RPG. The attention to detail and lore only came after when it became clear that people were more interested in the Pokémon World than with other games.

Some of them absolutely were. Pokémon like Marowak, Gastly, Clefairy and Pikachu all have several NPCs mention them, and have areas where they're more heavily featured.
That said, you're totally right about some of them. Tangela, Dewgong, Lickitung - we complained like hell when Pokémon like that turned up in Alola.

I have a feeling this isn't a part of the original sketches. The style doesn't quite line up -- shading differs (strokes get lighter to show color), and early Pikachu looked much different (fatter, white belly in the earliest art).

It's not hate, I don't think. They just acknowledged the franchise as a massive moneymaking fad back in its heyday. Pokemon still prints money, but you need to remember that this was a fucking crazy obsession in the late 90s and early 2000s.
