Honstly, it should've gotten a hidden ability that gives it benifits in Sun, Rain and Sand.
Sun: Boosts Attack
Rain: Restores HP
Sand: Raises evasion
The only weather condition that should've done anythjng to it was hail. It's not strong enough that it would be too good, it'd still see hardly any play. But that's just my opinion.
