Porygon-Z got put into BL with a move that only has half of the effect of CSB. Porygon-Z's stat setup is also far less ideal when compared to Kommo-o, who can actually bulk naturally, let alone after a setup. CSB is not only an omni-boosting move, but a strong enough attacking move that it was able to KO Sala and Chomp on spread, meaning its likely 180bp. It's moveset isn't amazing, but it's anything from barren. It's got Fire, Steel, Fighting in addition to EQ for the resists.

You don't need to then further min max the shit out of it and pile on top tier moves after top tier moves. CSB is enough.

When youre at +1 accross the board, your intention isn't to block everything, it's to block what you can as you sweep. It's meant to turn neutral matchups into winning ones.

You don't setup when the opponent still has Fairies. You wouldn't set up with M-Scizor if the opponent was still rocking Heatran's and ZardY's, but that doesn't make M-Scizor bad at it's job. Kommo-o has natural bulk, and decent speed. This gives it far, far more oppurtunities to set up, since speed tiers start to matter far less. If the foe is already faster, there's a much higher chance you can bulk the first hit. If it's slower, you'll be able to take the incoming stronger hit far better after +1. Kommo-o's stat spread is far more adaptable.

In addition, and much more importantly, you're actively nuking AS you set up. You're not giving up any momentum in the process. So long as you dont nuke like a tard at the beginning of the match, when there's Fairies still around, you'll be fine. In fact, setting up while a Fairy switches in isn't even that bad, since you'll still get the stat boost, and outspeed the next turn.

Porygon-z already serves the role that you're trying to push kommo-o in as a wincon when you get rid of it's counters.

Also while kommo-o has the better bulk statwise, porygon-z has the better practical bulk in that it's weaknesses are much harder to exploit and it has access to recover moves.
Also there's the fact that kommo-o, at +1, does not hit NEARLY hard enough to discourage naturally bulky pokemon from switching in because in the end, he still has at best a 110 base attack stat and his speed is low enough that even with a boost he can't justify using a non speed boosting nature.

and yeh, he attacks when getting the +1, but how much does that matter really? It's a move with a typing a large number of very high tier pokemon are immune to allowing them to block the damage, and which can then retaliate with a 4x SE attack which, as demonstrated can still destroy kommo-o even with the boosted defenses while it fails to ohko in return thanks to it's mediocre attack stats.

Remember that kommo-o already has dragon dance and it does nothing to help him.
