Well nostalgia is why a lot of the more recent starters are liked too, since they're more accustomed with busy designs. Blandness is a generational thing, e.g. Meganium is blander than Sceptile is blander than Torterra is blander than Chesnaught is blander than Decidueye.

I just don't see what people like about these. Serperior is big board snake banana, Emboar is a fat fuck that just HAD to be another Fire/Fighting type, and Samurott doesn't remotely look like it's precious forms and looks goofy as hell.

Gen 5 and Gen 7 were the gens I didn't want to have to pick any of the starters. All of them looked welcoming enough as first forms (barring Popplio) but then they all turned into shit. Serperior and Decidueye are the ones I gravitated to naturally from my lean to Grass but I still dislike the choice of white for Serperior chosen over the soft yellow Snivy had and dislike Decidueye's cape wing things, they looked especially disgusting in Pokken.

It's just a neat design. It follows well from its earlier forms, it evokes a specific personality, it's relatively simple but not boring... I think it's one of the better-designed final forms in the series.

The difference is Seviper and Arbok are massive disappointments. Arbok should have gotten a 3rd evo and Seviper is basically a dex filler. Serperior is the closest realized snake so it sticks out to me

Serperior especially, not only is it a fast tank (very rare), but it's also one of only two pokemon that gets contrary leaf storm, and the other is slower with lower special attack

Emboar gets reckless and a hell of a movepool to go with it, so it's still loads of fun

Samurott sucks. Nothing unique and it's the most common type already, it really has nothing going for it

Honestly, Samurott as a whole would've been better if it had similar physiology to Swampert's. It's body just seems off. Yeah, I get that the concept was that of a Shogun mounting a horse and that his higher Sp.Atk is there to compensate for it's restricted movement. Still, Shoguns can dismount, so Samurott should show that.

Dragonite is a Pokemon that seem to be well liked, but Jesus that was a sharp change in design from its previous iterations. We go from a graceful, elegant serpent to a big, goofy dragon thing. Again, no offense to anyone who actually likes the design, but I prefer something more to pic related.

They aren't as bad as people make them to be. My only problem with them is their typing. GF tried to be too safe with them, and only gave a secondary typing to Emboar, which didn't even help him at all, considering it was the 3rd fighting type in a row.
