With double speed Vikavolt reaches the equivalent of an unboosted base 135 pokemon. Not that good, but it's def usable. Plus elec terrain boosted thunderbolts from a base 145 special attack probably hurt like a bitch.

They should have just made it so it evolved at Blush Mountain instead of Poni Canyon. The power plant would have made much more sense as the place in Alola with a special magnetic field, plus that way it would actually have been a semi-relevant location.
