How come Pokeman series does not have level scaling enemies?

Does it match you first party pokemon?
-Unless you wanna see level 70 Ratata in the first route.
If it was NPC level scalling, I'd be fine with.

I'd say average level, but that could easily be used to cheese the game.

I fucking wish, it would be loads better for me to farm grinding from wild level 60 and above mons, rather than doing this daily trainer and rematch randoms crap

It scales like badges. After your first badge the mons start leveling in the 20's. By your 8th badge they're 60 based and by the time you beat the E4 you can find wild 70's and above
