That was just a reference to the anime, hardly a "feature", it was more like an homage than anything as Pikachu follows Ash around and rides on his shoulder so it just being a one time thing in Yellow's case makes sense.
Even then it's just two games out of a bunch in the main series that have following Pokemon. If the 20th anniversary game didn't bring back a feature desired by many fans worldwide, there isn't much hope it'd come back at all.
