Since they've made everything else a Pokemon I can't imagine why they haven't done this either. Just think of how badass the dex entry would be for it; something like "It is said that this Pokemon inhabits the bones of the departed because it has unfinished business that it was unable to finish in life. It often appears on Mt. Pyre, and serves as a guardian."

Would a skelly pokemon be an actual skeleton, for instance possessed bones like >>33315772 said, or would it be something that just -looks- like bones? Like a decrepit tree or an spiny insect, maybe even Day of the Dead candycane based mon.

This might be able to work around the issue of appealing to Chinese laws that >>33315805
mentioned. Since if the Pokemon just looks like a skeleton but the dex specifies that it isn't one, then it technically isn't depicting something that is meant to be a skellington and therefore not violating the law.

Those laws can actually be ignored if TPCi and Nintendo assert that the Pokémon games are a form of art, as movies and other media have argued that and subsequently been allowed to be shown in China. No game has had the balls to claim it yet though, and I doubt GF or Nintendo care about it at all.
