He's literally a bug type specialist(All of his pokemon he uses but the ones in Battle Tree are Bug Type) and there's no bug trial captain or anything similar in Alola. There's no reason for him to neither have a bug type alolan form pokemon nor use a Bug Z-move, since those are the two main mechanics of Sun and Moon and SOS doesn't apply to trainers.

Also, you say that like the he'd look better doing the Dark Z-Move pose. You don't even see enemies do Z-Move poses, so it's not like how the pose looks matters. This is without even going into Team Skull's mannerism's. People already treat Team Skull like a joke, so I'd imagine he doesn't care how people look at him as long as he "beats them down and beats them down and never lets up." Also, none of his pokemon know Beat Up.

Also, I don't know. He's mentioned saying he's so strong he doesn't need Z-Crystals. Maybe after getting beaten down and his strong image the grunts have of him shattered, he decides to use Z-Crystals. Maybe he had one from trying to do the Island Challenge and failing like many Grunts ended up doing.

Hala also could have given it to him eithe rin the past or after you beat him the last time. Apparently he was Guzma's master at one point.

Nah, it seems to be a stone that the Kahunas can do... Something with to make it a Z-Crystal. I know the anime may not apply, but Lana just found a sparkling stone and Olivia did something with it offscreen to make it a Z-Ring. Maybe the stone gets a blessing from the kahunas or something.
