It's also pretty stupid because of how easy it is to catch Pokemon. They say they poach rare Pokemon but it's never shown that they actually do this. You can argue about the Celadon Game Corner but that remains in operation even after Rocket is BTFO so it's a moot point. You're essentially fighting a group of dognappers who don't realize it's easier to go out and catch Pokemon the legal way than it is the illegal way.
