I'm going to strongly agree with you here. A quadruped swordsman is rarely explored as a concept. While it is prone to immense criticism, I really like how they went with a more "animalistic" body type when you would expect a typical anthromorph. Makes it feel original and interesting.

After watching sea otters at a zoo, he decided to make the third evolution based on a sea lion, with Oshawott's shell turned into a sword.

There was no intent for a badass Sea Lion Samurai. Which is a shame, if planned from the start rather than twisted to fit that because it was by far the least popular and last designed it might have turned out well.

Its more of the animal than the samurai motif though. The final form was obviously going to be a military general to conclude the samurai idea.
