It'd be extremely obnoxious in VGC, there's a reason is people "waste" moveslots for the sole purpose of countering trickroom.
Hell some people run trickroom for the sake of to trickroom in a trickroom.

If it's obnoxious enough I could see it getting banned in Singles OU. Like if it was, say, a bulky Poison/Fairy with access to U-Turn and Recover, that would be a living hell to fight in almost any format. Set your Trick Room, remove Toxic Spikes, murder other fairies, and generate momentum to whatever slow attacker you want to rape your opponent with. It'd be like Pelipper on steroids.

Considering Trick Room has -7 priority, I could see a 'mon like that being a tiny bit overpowered, even in singles.
