It's absolute paranoia on Gamefreaks part, they are afraid of creating more Greninja/Talonflame esque mons, so they limit actual viability to legendaries and event mons. If they wouldn't Decidueye would have had 100+ speed and Incineroar would've kept the speed it had as a Torracat. Even the actual really fast looking mons like Vikavolt and Lurantis were cucked hard.
