If we're being really analytical here, it's probably the kind of situation where its special attack going up allows it to shit even harder on the other water types in the ocean where it would live. There's probably not much of a point to going to land if it can do that, plus it's way more likely to encounter other pokemon with types that it's weak to if it strays too far inland.
