Fixed that right up for you. It doesn't even have to be sexual to be fan service. Sure, it can be and is fan service to have a series as a whole be like To Love Ru, for example.

However, even without the sexual aspects it would've been full of fan service as Yami as a character is almost straight ripped from another of the author's works.

Though to be honest I don't even think it's always fan service per se. In general I'd bet the artists etc. get off to it just as much. I don't think normal people would do it if they didn't also take some enjoyment from it.
