IIRC, there's some junk data in the gen III that seems to correspond to the order Pokemon were programmed into the game. Lati@s and Poochyena were both very early additions, while Zigzagoon was added near the end. Chimecho was at the very bottom of the list.

That depends on what the 2nd last minute Pokemon was. If it's something unnoticeable, they could've scrapped it and given Basculin a well deserved evo instead.
But, given the latest interview on the process of creating Pokemon, whoever made Basculin probably didn't have the chance to suggest an evo before that other Pokemon was made.

If you don't like a pokemon, don't use it.
