What an odd little town pallet town was. It functionally served no purpose, in-game and for the residents. Just a random clearing surrounded by mountains and pokemon. No movie theatres, no grocery stores, no shopping malls, no retailers. Even for Prof. Oak, it makes no sense to conduct his research here considering the pokemon ecosystem was so limited (mostly rattata, pidgeys, caterpie, the occasional sandshrew). Why didn't they move to the next town over? So it could be closer to viridian or pewter. Pallet town makes no sense.

It was the starting point and a sort of tutorial area for the player in the Kanto games

the handware limitations of the GB is why pallet town is 3 buildings.
Chances are it's just your average small, rural Japanese town with nothing to do except fuck and eat rice.
