My wild guess is that this naughty list started big and it only got bigger and bigger. To the point that a decent chuck of the player base spoofs, so banning this much players would potentially cost them money.
Spoofers still spend money you know, perhaps even more than legit players since they can reach more gyms for raids or get kms easier for eggs (when incubators were a thing) but their free coin income is shorter now with the 50 limit.
So why bother losing this? Of course they still have to show service, so they came up with these QR codes for events. This way they get to keep everyone paying, both legits and cheaters. Except bots, you know why? They don't pay for stuff and only clog their servers, that's why they get the hammer.

Short story, their main goal is obviously to profit as any other company in the world. They won't act up on stuff that helps with it.

Are you all telling me that in order to do Mewtwo raids, you have to get a special pass because you can only fight Mewtwo at gyms where you've done raids before...but then you need to find twelve other people who have also raided at that gym and get them all to meet up at the same time but only during daylight hours and then catch the strongest Pokemon with a couple of Pokeball-equivalent Premiere Balls and if you don't manage that then Mewtwo runs and you have to organize everything again because you can't just battle the same one again

Sorry, that's not what I meant to say, I don't know why I answered that. Probably out of habit of seeing it written all over the place.
I use GPS JoyStick. You can set up a route you want the app to follow by setting checkpoints on the map. You can set it to loop back to the beginning or stop when it reaches the final destination.
Alternatively, you can lock the joystick to a set direction and it will go in that direction until you tell it to stop.

MAJOR GAMEBREAKING BUGS AND KNOWN WORKAROUNDS

Dodge bug/ghost bug
After dodging an attack that would have killed you if not dodged, you will sometimes get stuck in what seems to be having an invisible Pokemon that can't attack, but can be attacked. This eventually solves itself when your invisible Pokemon dies.
Workaround: If you had a charge attack ready to use, try using it, you sometimes can keep attacking after that. Otherwise, switch to another Pokemon immediately.

Raid charge attack bug
After participating in a raid, you will get shit tons of "Network Error"s if you try to battle that gym after the raid ends. This erroring lasts until another raid spawns at that gym (and you don't participate in it).
Workaround: If you know you participated in a raid earlier today or late yesterday at this gym, don't use ANY charge attacks. Even one charge attack sends you into errorzone.

Level39 powerup bug
The clientside UI thinks 39 is the max level for powering Pokemon up, while the server allows for powering up to 40 if the UI is circumvented.
Workaround: Open the game in 3 phones. Power up once in each.
