They did not just give it a different color. If you look carefully at the image you can see that not only did they change the color of lycanroc's coat but they also changed the color of the eyes. You were only aware of 1 color change based on your surface level understanding of the changes that took place when in fact there was another degree of changes made in terms of color. Additionally, they increased the volume of its back fur to such a degree as to require major editing to take place on the base model of the old lycanroc form. Not only does this change bring in elements of the theme from midnight lycanroc but this also does a great job at making this form completely unique in the pokedex.

That gif shows its eye changing color, and "a different color" still applies when it's nothing more than a palette swap. The changes it has are so minimal it doesn't matter and the elements it borrows from Midnight are nigh-negligible.

I have a theory that Lickitung got switched out for Wobbuffet because Wobbu is easier to draw and animate.

It's a heel wrestler, which is short talk for "the villain" in pro wrestling. Heel wrestlers will often do dirty underhanded tricks or play up an aggressive personality, two things that not only Incineroar does but are common properties of the Dark type. The fire belt resembles a wrestling belt. It's a dark type because it acts up and cheats to rouse up crowds or inspire other Pokemon, not a fighting type that plays for honour and success. Incineroar's design is also a reference to "Tiger Mask", a persona within old Japanese wrestling.

Simple and lazy are different things, true, but you seem to imply lazy means "hasty". Time has nothing to do with it. Effort does. For example stufful is "just a plush animal" but it's got some nice little details that show effort went in beyond the simple premise. Muk is purple slime. There was no additional effort after that thought was had. Lazy doesn't mean "shit" either.

It's not lazy because Notch-Eared Pichu is supposed to be a small variant of Pichu. it's not supposed to be some grand entire new design, it's just supposed to be Pichu with a cute little quirk.

Meanwhile Lycanroc Dusk is supposed to be a new evolution branch on par with the differences between Midday and Midnight yet it's just a copy pasted Midday recolor with some Midnight hair slapped on.
