Pikaclones by definition must be Electric-type Pokemon with electric pouches on their cheeks. Mimikyu is a shadow Pokemon that possesses a Pikachu-like cloth. It doesn't know the Pikachu + clones-exclusive move Nuzzle.

Togedemaru is a more fitting Pikaclone.

But even so Mimikyu is more appropriate to be at Pikachu Outbreak, seeing as how it wants to be loved like Pikachu. Pikaclones are ordinary regional cousins of Pikachu
