Instead of an entirely new dex, they should have made it like gen 2's: 100 Pokemon, new Pokemon and new evos to old ones.

They should have added Kanto and Johto. If GSC can have two regions, there is no doubt that RSE could have had 3.

Then you think wrong because they clearly did so in Gen 5 when they decided it was a good idea to pretend all of the old stuff didn't exist and then cemented it in OR/AS when they decided it was okay to just do a remake of Ru/Sa after re-doing Crystal in HG/SS because children are definitely the only ones playing and thus don't care about extras they don't have to take advantage of if they don't care about them.

Pretty much this. GameFreak realized there's no way to expand upon battles themselves, so they felt the need to apply a gimmick since there's no way to further improve things. Phys/Spec was the last thing they could do, and Gen 5 proved there wasn't another direction to go other than more moves and abilities without resorting to gimmicks.
