If "current meta" means OU, fuck no. It's a low-grade shitmon in a meta dominated by Steel- and Fairy-type Pokemon.

It might be useful in UU though.

I laugh when I remember this thing used to be S Rank in gen 6 OU and then it fell to UU in a couple of months.

Dragon STAB is extremely redundant on this, you should run EQ, Roost and Fire Blast, and a STAB of choice between Hyper Voice or Body Slam(the first is more useful in general, the latter helps in specific matchups like against Volcarona). And you should run a specially defensive spread because the typing is better at walling special attackers in general.

Ash Grenigger actually runs Ice Beam quite rarely(34.335%). Water/Dark is great coverage on its own and doesn't require much additional coverage, so it often prefers to use Spikes to pressure the whole team more, or U-turn for momentum. Kingdra runs it 79.666% of the times, but basically never clicks it because it's easier and safer to spam Hydro Pump every time.
Keldeo doesn't even learn Ice Beam, and rarely runs Icy Wind. Pelipper never runs it. It is quite rare on Manaphy as well(~40%), and Manaphy itself is not common either.
Gyarados and Mega Swampert are physical. The rest are bulky waters that run Scald as their only attack.
