Considering it can immediately capitalize on its Speed Buff, it's gonna have a field day avoiding Dugtrio, Magearna and Greninja like the plague while relying on Top Lel to get rid of Priority.

It honestly depends on smogons mood lol. Diancie, has the power and stats to move fast and hit hard but not much variety in moveset. Basically all sets will have HP(Fire), Power Gem/Diamond Storm, Moon blast, Earth power

But with all the offensive steel types and ground types in OU their are so many ways to counter Diancie, so smogon will still probably ban her because of her stats despite the low hp and other mons able to take her down in 1 hit. Rock just isn't that good of a typing.

Actually it is with max attack. Most Diancies will probably be max attack just to hit harder with its most spammable move that also has 50% chance to make it twice as hard to revenge kill from physical side every time it's used. Moonblast and HP Fire will still be pretty strong even without SpA investment because lol base 160 offenses and then you get a free moveslot for something like Rock Polish, Stealth Rock or even Calm Mind.
