The flower begins to bloom. The skin color changes to be more blue-ish. Body and face become more lean. Eyes become smaller, nose becomes bigger. Change of personality as well.

Not only that, but both have good character design in the first place, so it's okay if they look similar.

I don't get why people like Ivysaur so much. It's literally Bulbasaur with it's bud sprouted. I don't dislike it, but it's nothing special.

If there is one pokémon line I'd choose to represent what Pokémon is about, it's the Bulbasaur line, so I think you're wrong about it being "nothing special". Ivysaur is just the most visually-appealing of the three, basically being Bulbasaur (which is already pretty good) but better.
