And it's obvious at this point that it's hopeless for Mewtwo. This isn't taking criticals into account, but it is assuming that Mewtwo is getting really lucky and doing 100% damage with each hit instead of as low as 85% going by the random factor. A physical Mewtwo might make a difference, but then it's not getting STAB, and the only move that does more than STAB Psychic on Mewtwo that isn't Self-Destruct is Hyper Beam, which always has a cooldown period.

Amnesia would be the biggest difference maker here, and it would only need to be used once (406 Special to 812) since anymore would cause an overflow and be pointless. Still, it requires a turn to use (preferably the very first, but it would be up against Light Screen in the very next turn). It would be doing anywhere from 256-301 damage at that point (criticals would be unaffected).

A Mewtwo with maximum special (999, no overflow) would not be able to use Amnesia more than twice (3x Special boost).
999/3 = 333
333 - 5 = 328
328 - 154*2 = 20
That remaining 20 would be stat experience and DVs. With no stat experience, it couldn't go higher than 10 DVs in Special if it wanted 999 Special after two Amnesia boosts. With 0 Special DVs, it couldn't go higher than 7055 stat experience in Special. But at level 100, the idea is impractical since grinding from level 70 to 100 and not getting 7055 stat experience along the way is basically impossible, unless you use extra Rare Candies obtained through glitches. But to train other stats, you'll need to gain SOME stat experience. It's just a question of whether you can max out all other stats before reaching 7055 in Special.

This is Gen I, Psystrike didn't exist then. Mewtwo's moveset here is Psychic, Amnesia, and Recover, and whatever fourth move that could be useful. Physical attacker Mewtwo is probably the only viable option against Chansey.
