Really?? Because she spent almost 8 episodes moping around because Zoey told her she was "all style, but zero substance". If something, Dawn regressed and got zero development, because she was the most stagnant girl, personality-wise. She debuted with a personality, and was axed with the same personality. Dawn falls under the same category as Ash and other characters deprived from development like D.A.02's Daisuke Motomiya and Digimon XW Hunters' Tagiru Akashi

I think Serena had a lot of growth of character, but since she remained inactive for so long I feel May and Dawn's developed was just better showcased and focused on. The fact that they were also both far more active battlers and argued with the main cast and grew with their rivals was just done better.

I wish Tomioka gave Yajima some pointers. Tomioka wrote almost all the big May and Dawn eps and Contests in AG and DP.

Dawn's personality did change but it was more subtle than May or Serena's. In early DP Dawn was a lot more vain, self-centered and thought she could get easy success due to her mother. The "subplot" was tissue paper thin. It was just occasional spaghetti moments, completely one-sided and superficial with no real substance to it.
