Merchandise and the anime have always been where the majority of the Pokemon franchise's money comes from

They don't even have to make games anymore, the franchise could just keep going forever on anime and merchandise alone

Well, I think back in Gen I they made some Pokemon as essentially just dex filler. Like say Krabby. It's pretty much just a crab. It doesn't have any more thought put into than any other generic crab enemy you'd fight in a JRPG.
By Gen III I think they started to put effort into making each and every Pokemon marketable. And by Gen VI when they started to make less than 100 Pokemon a generation it feels like almost every new Pokemon has a gimmick or personality to it.
