The reason that Lycanroc's form is being released as a special pokemon is because you can't catch it in game, but have to fuse midnight and day Lycanroc together to get it
Legendaries are fused with Necrozma this way too
you'll be able to do it with an ultra-beast just like the way Lusamine did
The reason Solrock and Luntatone weren't big in the first game is that they are getting a combo eclipse form
