Kukui serves the same purpose as champion battles in other games. It doesn't matter if he doesn't see himself as champion storywise, he's clearly intended to be the champion.

None of them are champions, only the player is a Champion in SM.
If there already is a league in USM then he'll probably be the champion there.
But in SM, he is not.
