Stat Distributions That Make No Sense

No Eeveelution had Attack as their second highest stat either.

Like I said earlier, the Gen IV Eeveelutions had their base stats allocated so that they would fulfill a niche the other Eeveelutions didn't.

No Eeveelution had Defense as their strongest stat. No Eeveelution had Attack as their second strongest stat.

Leafeon exists to fulfill that niche.

Every Dark type prior to Gen 4 because every Dark type was a physical attacker while the Dark type moves only dealt special attack damage.

How many possible eeveelution stat arrangements are there?

Look at just one stat though, let's say the 130 stat. There are 18 types and 6 stats, so IDEALLY, if they made an eevee for every single type, there would be three eevees who have base 130 in attack, 3 who have base 130 speed, etc.

I didn't know about Solar Blade though, that's even worse. Especially since both its abilities are sun-based.
