Obviously something that can't function one teir lower has some capability in a OU, it simply doesn't fit many teams well enough to be spammed like Landorus.
Fact is, Staraptor can be used effectively as a wall breaker, and with the advent of zmoves, it looks likely that it may rise in usage

The only reason to use Staraptor is that you like it. There's no rational, logical reason to have it in your team otherwise. That's why it's unranked. The fact that it's BL means you can't use it in a lower tier either on top of that.
