Not like we'll ever know since it literally never stood a chance of existing as a actual thing in the games. But here are a few things to consider.

It would've been controversial either way unless depicted in a much nicer tone and more like a actual clown/acrobat rather than played for the spooks. If you want to talk about irony, Primarina is appreciated for being cute and the "perfect" evolution, but has controversy around it because "m-muh masculinity" and "m-muh beauty is in the eye of the beholder, therefore, I find it offensively tacky!". It's a certainly complex design, for better or for worse, but it's definitely also not a design everyone will like, especially if you're the kind of person that thought and wanted Popplio to become something much larger and stronger looking.

I've seen people like certain clown figures despite their fears. The Puddles Pity Party situation in AGT is one of them (Simon has or had this fear as well).
